Allegheny County Municipalities Make Do in Tough Financial Times

Summary


They eliminated community celebrations and gutted road budgets. They froze wages and dipped into cash reserves. But what at least 62 percent of Allegheny County municipalities didn't do to balance their 2010 budgets was raise property taxes.

"We started in August to take the necessary measures to cut back as much as we could," Franklin Park Manager Ambrose Rocca said.
