The federal indictment of Massey Energy Co.'s Upper Big Branch mine security chief is a necessary step toward revealing the full truth behind the 29 deaths and two injuries resulting from last year's explosion there -- and a necessary deterrent to cutting corners on workplace safety.

The indictment alleges that Hughie Elbert Stover, 60, of Clear Fork, W.Va., ordered thousands of pages of Upper Big Branch documents destroyed despite knowing the FBI and U.S. Mine Safety and Health Administration were conducting a criminal probe of the mine. He's also accused of lying about illegally tipping off workers in advance of MSHA inspections of the mine.
