I read with interest Pennsylvania General Services Secretary James P. Creedon's letter "Change orders reformed" (Nov. 18 and TribLIVE.com).

I know little of how Secretary Creedon runs his department and I would assume he is doing an excellent job. However, I know General Services' mode of operation and there are flaws in the process.
