An investigation by a state prison guards union alleges medical staff at a Fayette County lockup lacked enough blood-exposure kits to treat guards after a convicted killer used improvised razors to slash the faces of three employees last month.

Eight corrections officers at the State Correctional Institution in Luzerne who gave statements to the Pennsylvania State Corrections Officers Association lamented a possible shortage of Post-Exposure Prophylaxis, or PEP, kits after David Harris' alleged Dec. 21 assaults on a female counselor and two male guards.
