A state Superior Court panel that included Allegheny County's former district attorney rejected an appeal of a judge's decision to dismiss rape and kidnapping charges against a Wilkinsburg man who spent more than a year in jail without being prosecuted because of a paperwork glitch.
In a 2-1 decision issued Wednesday, Judges John Bender and Robert Colville said District Attorney Stephen A.
