HARRISBURG -- Legislative leaders met for two hours today with the hope of resolving the longest budget impasse in modern state history, which is crippling cash flow for social service agencies.

The final plan will not include any major tax hikes, they said. The leaders in the House and Senate are trying to assuage Democratic Gov. Ed Rendell's concerns that a tentative agreement reached last Friday, without Rendell's input, is balanced this year and next year.
