Summary


Late-night votes, such as those that produced Pennsylvania's slots law and the abortive 2005 legislative pay raise, would be barred under new rules a bipartisan state Senate leadership group wants to adopt next week.

The changes include: ending voting sessions at 11 p.m.; posting amendments to bills on the Internet before they are offered on the Senate floor; posting roll call votes on the Internet within 24 hours; and requiring a six-hour cooling-off period before any vote on an amended bill or a conference committee report.
