It was happy hour, and alcohol was on people's minds in a crowded room in the Allegheny County Courthouse.

Dozens of restaurateurs, wait staff and kitchen workers gathered Tuesday afternoon to protest a proposal to tax poured alcoholic drinks and rental cars. Revenue from the taxes would help pay for the region's public transit system that the Port Authority oversees.
