More Charges Filed in Tow Pound Scheme

Additional charges were filed Monday against two of the people arrested in a scheme to buy impounded vehicles from the Pittsburgh Tow Pound at cut-rate prices.

Donald Matthew Tollan, 56, and his son, Donald Mathias Tollan, 29, both of Esplen, were among those charged last week with paying a city controller employee kickbacks to rig the auction of impounded vehicles.
