Ligonier Borough Council last week voted 4-3 to pursue a legal agreement for the potential sale of the borough's water and sewer systems to the Municipal Authority of Westmoreland County.
On Sept. 14, the authority tendered a formal offer to the borough of $5.25 million for the systems. The proposal also calls for the authority to assume about $4.3 million of debt, pay the borough $950,000 in cash, reduce water bills to Ligonier customers by 5 percent through 2012, and freeze sewer rates until the end of 2008.
