A presidential commission calls 1940s research led by a future University of Pittsburgh faculty member "unconscionable basic violations of ethics" in a report provided to President Obama on Tuesday.

The late John C. Cutler's research for the U.S. Public Health Service involved intentionally infecting Guatemalan prisoners, prostitutes, soldiers and mental patients with gonorrhea, syphilis and chancroid without their consent. The purpose was to determine whether penicillin could prevent diseases.
