City Council introduced legislation on Tuesday to pay $10,000 to an abortion protester who claimed city police violated his constitutional rights by citing him for defiant trespass.
Keith Tucci, 54, of Ligonier filed a federal lawsuit saying he was not carrying a sign or otherwise demonstrating in January 2010 as he walked past a Downtown abortion clinic, but a city police officer cited him because he was a "known protester."
