Pittsburgh is encouraging "green," energy-efficient housing by providing zero interest loans and grants for improvements. Owners can borrow up to $25,000 for a single-family home and $35,000 for two units structures. The program, through the Urban Redevelopment Authority's Home Rehabilitation Program, features a $2,500 grant for a required energy audit, insulation and duct sealing. Loan terms of up to 20 years are available for households earning less than 80 percent of area median income. For households of one, the limit is $35,000; for a two-member household, $40,000. Neighbors in the Strip plans to start Pittsburgh Public Market in March or April, but it needs venders to occupy space in the produce terminal (Pennsylvania Railroad Fruit Auction & Sales building) on Smallman Street. The Public Market Team -- Cindy Cassell, Sylvia McCoy and Megan Cook -- said the focus will be on recruiting fresh food and prepared food vendors, but to limit selection so as not to compete with the same products now available in the Strip.
