An energy retailer has proposed a novel way to lower electricity costs within the territory of a combined FirstEnergy Corp. and Allegheny Energy Inc.: auction off their customers to the highest bidders.

Direct Energy, whose North American headquarters are located Downtown, submitted a proposal Wednesday to the state Public Utility Commission, adding that such a process could lower monthly bills and give about 2 million customers a one-time bill credit up to $500.
