Democrats on Allegheny County Council violated the state's Sunshine Law when they met in secret to discuss a referendum on the controversial drink tax, former Chief Executive Jim Roddey charged in a lawsuit filed Thursday.

In the eight-page suit filed in Allegheny County Common Pleas Court, Roddey accused council President Rich Fitzgerald of calling and conducting a July 8 closed-door meeting to deliberate over the referendum and then vote in a straw poll.
