HARRISBURG -- Despite facing a $4 billion deficit next year, Pennsylvania is poised to borrow $650 million for projects across the state -- including hospitals, prisons, museums and bridges -- at an annual cost to taxpayers of about $46 million.

State Treasurer Rob McCord on Thursday signed off on borrowing that amount but rejected a $1 billion bond issue that Gov. Ed Rendell sought for projects a month before he leaves office.
