HARRISBURG -- Dogged for months by the rap that he's offering empty rhetoric, Republican gubernatorial nominee Lynn Swann on Monday outlined his long-term property-tax relief plan, which would eliminate assessments in favor of countywide tax rates based on a home's purchase price.
