Summary


Beginning of the end: Deconstruction of the once-heralded Pittsburgh Civic Arena began on Monday. That, after a protracted battle over whether it was a "historic" structure, which collided with plans led by the Pittsburgh Penguins to redevelop the lower Hill District site. It's a sweetheart development deal, of course; the Pens should feign no surprise over the extra scrutiny.

Familiar plaint: If it's the end of September, it must be time for another dire report on the fiscal misfortunes of the Port Authority of Allegheny County. Yet again, there's talk of more cuts unless "the state" plows more money into the system and unless the union agrees to more concessions. But if the mass-transit agency really is serious about "reform," it would be talking more about outsourcing service and fighting to eliminate the union's strike cudgel.
